What Is Local Law 152?

Local Law 152: The Definition
Local Law 152 (LL152) is a NYC law that requires periodic inspections of exposed gas piping in most buildings with gas service. Enacted in 2016 after a series of deadly gas explosions, LL152 requires a Licensed Master Plumber (LMP) to inspect gas piping every four years and certify the condition to DOB.
Inspections are staggered by community district. Every building has a specific compliance deadline that falls within its four-year window — miss it and civil penalties accrue. LL152 is enforced by the Department of Buildings and violations flow through ECB summonses.

Which Buildings Are Covered?
LL152 applies to nearly all buildings with gas service except:
- One-family homes and two-family homes occupied by the owner
- Buildings classified as R-3 (small residential) that meet specific criteria
- Buildings with no gas piping (fully electric or no gas service)
Everything else — multi-family residential, commercial, mixed-use — is subject to LL152 inspection on the community district cycle.
The Four-Year Inspection Cycle
LL152 inspections roll through the city on a four-year cycle by community district. To find your specific deadline, look up your community district and reference the cycle table on DOB's website — but the four cycle groups are:
Group 1
Community Districts 1, 3, and 10 in Manhattan, Bronx, Brooklyn, Queens, and Staten Island. First cycle: 2019–2020. Next: 2023–2024, then 2027–2028.
Group 2
Community Districts 2, 5, 7, 13, and 18. First cycle: 2020–2021. Next: 2024–2025, then 2028–2029.
Group 3
Community Districts 4, 6, 8, 9, and 16. First cycle: 2021–2022. Next: 2025–2026, then 2029–2030.
Group 4
Community Districts 11, 12, 14, 15, and 17. First cycle: 2022–2023. Next: 2026–2027, then 2030–2031.
What the LMP Inspection Covers
The inspection must be performed by a Licensed Master Plumber (LMP) or a qualified individual under their direct supervision. The LMP checks all exposed gas piping in public spaces (basements, mechanical rooms, hallways) for:
- Corrosion, leaks, and physical damage — Visual inspection and gas leak detection with electronic instruments.
- Improper supports or connections — Fittings, joints, hangers, and clearances.
- Unlicensed alterations — Signs of DIY plumbing work or missing permits.
- Illegal connections — Bypasses, meter tampering, or unpermitted branches.
- Ventilation compliance — Combustion air, exhaust vents, and space clearances around gas appliances.
Required Filings
After each inspection, the LMP files a Gas Piping System Periodic Inspection Certification (GPS1) with DOB. Depending on the findings, additional filings may be required:
- GPS1 — Standard certification when the system is compliant. Filed within 60 days of inspection.
- GPS2 — Correction certification if defects were found and repaired. Filed after remediation.
- Extension request — Owners can request up to a 180-day extension if extenuating circumstances prevent timely inspection.
LL152 Penalties
- Failure to file GPS1 by deadline: $10,000 penalty
- Failure to correct defects and file GPS2: additional civil penalties
- Non-compliance blocks new gas service and permits
- Repeat non-compliance can trigger a full building gas shut-off by the utility
LL152 vs. Other Local Laws
